Allocation looks trivial until the fleet stops being uniform. Twenty-three passengers off three flights, a 16-seat minibus, two 8-seat vans and a 50-seat coach that is already committed at eleven. There is a right answer, there are several nearly-right answers, and there is the answer you get at 5am when the person doing it has been awake since four.
Meridian OS packs the passengers into the fleet and ranks the vehicles that fit, so the dispatcher is choosing between good options rather than constructing one from scratch. Capacity is enforced, not advised. A run that would put more passengers on a vehicle than it seats is a breach, and it is flagged at the desk as part of conflict detection — alongside double-booked vehicles and turnarounds the vehicle cannot physically make.
It suggests. The dispatcher decides.
There is no black box here and no prediction model. The ranking is deterministic operational logic over capacity, availability and the commitments already on the vehicle, and every flag and suggestion shows its reasoning. Run it twice on the same day and you get the same answer twice.
That matters because the dispatcher knows things the record does not. This driver is better with this hotel. That coach is going in for a service at two. The guest in seat one asked for the vehicle with the ramp. Meridian OS never overrides any of it — the suggestion stays a suggestion, and the dispatcher keeps the final call on every run.
Once the vehicle is set, the rest follows from the same record: the stop order is worked out by drop-off sequencing, and the sheet the driver carries is a versioned transfer manifest that reissues itself if you swap the vehicle later.
